
Raymond AlQaisi serves as Voices for National Service’s new director of congressional affairs. In this role, Ray will help advance Voices’ legislative priorities and cultivate bipartisan champions for AmeriCorps among federal policymakers.
Ray joins the team from the National College Attainment Network (NCAN)—a nonprofit membership and advocacy association focused on closing disparities in educational attainment. As NCAN’s senior manager of policy and advocacy, he worked to advance a federal and state policy agenda around college completion, and supported capacity-building efforts among members and students to lead advocacy. Prior to NCAN, Ray served as policy associate for AccessLex Institute—where he advanced policy and advocacy initiatives to promote graduate and professional education access and success. He has also held positions with Lumina Foundation where he supported the federal policy and postsecondary finance portfolios, and with the City University of New York’s central administration where he supported student financial aid initiatives.
Ray received his master’s degree from the McCourt School of Public Policy at Georgetown University and his bachelor’s degree from Stony Brook University (SUNY).
