On June 9th, the House Appropriations Committee passed their fiscal year 2027 Labor, Health and Human Services, Education, and Related Agencies spending bill in a party-line vote. The Labor-HHS Subcommittee met during the previous week to mark up the bill, on June 5th.
The spending package includes $1.22 billion for the Corporation for National and Community Service in FY27. While this is a 2.6% reduction compared to FY26 enacted levels, it is substantially stronger than House proposals in recent years, affirming there is strong bipartisan support for investing in AmeriCorps and the infrastructure of state service commissions across the country.
The House bill includes a $4 million increase for AmeriCorps Seniors RSVP, a $1.5 million increase for the Office of the Inspector General, and a $1 million increase for the September 11 National Day of Service and Remembrance. Cuts are proposed for AmeriCorps NCCC ($10 million), agency salaries and expenses ($10 million), and the National Service Trust ($20 million). All other programs are funded at FY26 levels in the House bill.
The House also included language from the FY26 appropriations bill encouraging the agency to award grant funds to states in a timely manner, which was a key priority after the disruptions in the summer of 2025.
Overall, the House LHHS bill included substantial cuts – reducing the Education Department’s budget by 10%, the Department of Health and Human Services by 4%, and the Department of Labor by 27%.
Voices for National Service, and a bipartisan group of lawmakers, have called for Congress to provide $1.291 billion for AmeriCorps in FY27 to allow more AmeriCorps members and AmeriCorps Seniors volunteers to reach even more communities.
